C - How can citizens and communities leverage technology to identify pockets of out-of-school children for subsequent government targeting for education incentivization?

One idea is to develop some app to collect data from Traffic wardens since many out-of-school children are found on traffic signals. This could track down to those colonies and communities where children are not educated.

Edhi centers have some mapping data for distribution of used resources (like clothes, food and other things) to poor people/areas. These centers can be a good central point for such exercises, even if we need to approach poor kids in some later stages of the project, since a lot of unprivileged people concentrate at these centers for their food and other needs daily.
